All Businesses Must Regularly Update Their OED

The Occupational Employment Dataset (OED) is an ongoing registry by the Ministry of Manpower (MOM), used to gather occupational and employment data from all employees in Singapore.
According to MOM, all registered businesses must regularly update their OED whenever there are changes to their employees' occupational and employment details.

Reduce HR Hassle and Automate Your
OED Submissions

Submitting your OED manually requires several steps and hours of administrative work. HR personnel have to download the Employee Listing Excel template and perform data entry updates, including work hours and salary calculations for each employee. They will also need to verify any entries that contain errors.
Our HRMS software utilises MOM’s Automated Data Transfer (ADT) service to allow employers to submit their employee data directly from our system.

Frequently Asked Questions (FAQ)

The OED is an online registry that collects occupational and employment data of current workers in Singapore. All registered businesses must provide MOM with the latest occupational and employment details of all employees, including Citizens, Permanent Residents, and Foreigners, under their payroll.

OED submissions are essential for assessing whether organisations meet the Progressive Wage (PW) and Local Qualifying Salary (LQS) requirements for hiring foreign workers or applying for PW Mark accreditation.

Before seeking certification, companies must update the occupational and employment information for all their employees. This updated data will not only determine eligibility for the Progressive Wage Mark or Progressive Wage Mark Plus but also streamline the renewal process seamlessly.

Your organisation must update employee records in the OED whenever there are changes to their occupational and employment details.

There are three types of OED items that employers have to submit – Core Data, Secondary Data and Additional Data items. These include:

  • Employee NRIC and name
  • Job title and duties
  • Date joined/left
  • Employment type
  • Total number of working days in a month
  • Actual number of days/hours worked
  • Contractual working hours
  • Work location postal code
  • Gross and basic wage
  • Paid OT hours
  • And more

Our HRMS software is capable of syncing from employee records to fetch up-to-date, accurate information for submissions, as well as auto-calculate wages and work hours as required by MOM.

The ADT service streamlines data collection for OED through a Secure File Transfer Protocol (SFTP) connection. Our system’s database links to MOM’s database, allowing relevant employee data to be directly transferred to MOM.
